Aircraft Maintenance Records are the documents that backup and support the statement of airworthiness of an aircraft and its component parts; thereby supporting the market value of the aircraft.  A time controlled component that is missing certification documents in the records is considered an unairworthy part.  You could have the best looking, best equipped aircraft on the market, but if the maintenance records fail to completely document the advertised, implied status of the aircraft, the general value and perceived condition of the aircraft to the buyer is diminished and the cost to the seller is increased.  Even the legal airworthiness of the aircraft could be in peril.

Airtech Assist can perform on-site physical audit and review of the aircraft records for the purpose of obtaining the compliance status of regulatory requirements, aircraft current maintenance status etc. as required by the operator. These audits of records may include back to birth searches during aircraft lease, re-delivery, lease return and pre-purchase Inspection.

The findings of the records audit will produce a control document listing all Outstanding Airworthiness Directives, Hard Life Limited Components, Maintenance Intervals and other Time Life Critical items on the airframe and engines (areas where the aircraft has not met the lease agreement or fails to meet airworthiness requirements).

Such a document can be used by Airline / Operator / Lessor to manage the non-compliance and will enable them to track the progress of remedial action with respect to these non-compliance items.

The introduction of Part-CAO affects the lighter end of the General Aviation (GA) community, including aircraft owners/operators, independent certifying staff, maintenance organisations, CAMOs, and competent authorities overseeing these aircraft and activities.

Part-CAO provides a new set of requirements for Combined Airworthiness Organisation : such organisation may perform CAMO activities or Maintenance Organisation activities, or both, but limited to non-complex aircraft not used by a licensed air carrier.

As “Light aircraft” the following non-complex motor-powered aircraft are considered:

  • aeroplanes up to 2730 Kg

  • MTOM rotorcraft up to 1200 Kg MTOM / max 4

  • occupants other ELA2 aircraft.

Specifically, these amendments attempt to reduce the regulatory burden for General Aviation compared to Part-CAMO. The main benefits are:

  • Part-CAO is simple to understand
  • Part-CAO does not require approval of the maintenance program by the authorities or a CAMO/CAO
  • Deviations to the manufacturer recommendations are simple to implement
  • Airworthiness reviews can be performed also by maintenance organizations and independent certifying staff, provided that a special authorization is in place.
  • The pilot can defer certain defects without the involvement of maintenance personnel

This means that the Part-CAO offers significant alleviations to the conditions applicable to the maintenance of small aircraft.
